
Elms Park Updates
Since the submission of the addendum report in 2022 (see below), there has been substantial stakeholder consultation on the proposed transport and infrastructure changes, including the impact of the upgrade to Junction 10 on the M5. There have also been some minor refinements to the proposals, including agreeing the details of the new six-GP health centre and moving the location of the 3G sports pitch from the school to the public sports hub.
The planning application for the £2.5 billion development will be considered by the planning committees of Tewksbury Borough Council and Cheltenham Borough Council in May 2025.
Addendum submission in 2022
Following ongoing discussions with stakeholders about the proposals, the Elms Park Consortium submitted an addendum report in 2022 to provide updated information that includes:
- Changes to the location and shape of the secondary school and first primary school which have been reconfigured and moved closer to the centre of Elms Park
- An increase in the size of the green buffer space between the new development and Swindon Village to reflect the Local Greenspace Design in the Cheltenham Local Plan
- A number of changes to land use including ensuring that part of the frontage onto Tewkesbury Road will be specified for residential use rather than for mixed use
